Local and regional administrations have to deal with environmental constraints which are increasingly demanding. The struggle against global warming constitutes a major axis in the national environmental policy.
Aside from the obligation to respect the Kyoto Protocol, France committed itself – through its programming law establishing orientations for energy policy (the law on governmental orientation and programming policy law dated 13 July 2005) - to reduce three quarters of its greenhouse gas emissions for the 2050 horizon. All estimations and simulations conducted to verify the feasibility for attaining this objective show that this will not be done without a real cultural revolution. Therefore, problematics to which decision-making public authorities are confronted are:
How to evaluate the effects of past policies?
How to orient investments and public policies so that environmental questions are increasingly taken into consideration?
How can I plan my actions efficiently while incorporating environmental constraints therein?
Over and above these evaluations, a complete appraisal of the situation can be carried out in a perspective of supporting the decision to integrate a prospective dimension enabling us to put forth recommendations for potential improvements to these provisions. This procedure is particularly useful to orient a Territorial Coherence Plan and a Local Housing Plan. For instance, it enabled the quantification all National-Regional Project Contracts for the 2007-2013 period.
In this framework, Énergies Demain proposes an innovative methodology which enables us to quantify all public policies for development and planning over a given territory, before and after the implementation of new developments. Globally, the procedure observed is as follows:
Reconstitution of an evaluation of the territory: infrastructure, economic activity, housing typologies, climate…
Identification of activity determinants and causal links
Quantification of energy consumption and greenhouse gas emissions
Qualification of the policy to evaluate in terms of determinants
Quantification of the impact of the policy on forms of consumption and on greenhouse gas emissions.
This methodology is applicable irrespective of the level of knowledge on the strategy to be evaluated. As such, it is possible to orient investment choices – given the existing situation - in function of the impact(s) we can expect, and to correct orientations of a financial programme currently in progress.
